Local TV news to reach Murrayville

The remote Mallee town of Murrayville will get a local TV news service for the first time with the move to digital TV in July.

The town’s digital TV coverage will be from a satellite, but there were concerns it would still carry only national networks and residents would still not be able to access their local news.

But the Member for Mallee, John Forrest, says he is pleased the Communications Minister has agreed to the new satellite service to carry local news if the networks agree.

“Murrayville has access to its television via satellite and sits there watching the news out of Darwin through Imparja, like other remote communities, but they’ve wanted the local news. They are part of the Mildura Rural City Council so that’s a reasonable request,” Mr Forrest said.

SBS boss laments funding woes

SBS managing director Shaun Brown says the public broadcaster is falling short of its charter obligations to service multicultural Australia because of a lack of funding.

Mr Brown told a broadcasting summit in Sydney that SBS is significantly under-servicing major, growing or new language communities and has failed to follow their migration to online media.

He says SBS could also expand its digital services but is restrained by a lack of money.

“Quite simply, SBS needs to do more,” he said.

“We need to have a bigger voice in the noisy media landscape and we continue to have discussions with government about how we can best achieve that.

“In particular, I believe we are falling short on serving our multilingual objectives across all our platforms.”

Meanwhile, federal Communications Minister Stephen Conroy has ruled out weakening the public broadcasting sector to relieve the pressures facing commercial media.

Some commercial media companies have criticised the expansion plans of the ABC, including a 24-hour news channel and greater regional online content, as a threat to competition.

Senator Conroy told the broadcasting summit the Government would not be stepping back from supporting the ABC and SBS.

“Let me repeat that the Rudd Government is absolutely committed to the strength and independence of the ABC and SBS,” he said.

“I do not share the view that the correct response to the pressures facing commercial media is to weaken the national broadcasters.”

The weekly blather: leadership challenges with a difference

Sydney is a town where the only thing read cover to cover is a real estate contract. This means that people’s views on current events and national affairs are markedly different to views held and expressed in Adelaide or Melbourne.

To others around the nation these views may seem shallow and glib and the very parameters of the discussion might seem slight and offer little insight to a world class nation like Australia. Still it’s worth at least observing the chatter as there are a lot of us.

This week on 702 ABC Sydney Afternoons, as our Prime Minister and Opposition Leader debated their non-existent health policies, I asked our listeners in what kind of contest would you like to see our leaders engaged? Debating is all very well, but is there a different activity in which they could verse* one another that might reveal real leadership and character.

I began with a few suggestions, simple things to begin with; arm wrestling, all-night poker, table tennis. Then a little more elaborate, Master Chef, Dancing With The Stars, Reversing a Caravan.

But the listeners soon went physical. Get the leotard on and wrestle, said David. Strip off, oil up and go through the body building poses, suggested Louise. While striking each one recite a policy. She felt we would know how to trust once we’d seen them perform in that fashion.

Chess boxing.**

Came up a couple of times. This is actually occurring and the rules are simple. Make some chess moves and then a round of boxing. Abbot has an Oxford blue for Blueing but Kevin would have a pile of sneaky Mandarin moves for his rook that would leave Tony floundering.

Pat suggested they should have to answer questions while eating the Weet-Bix.

“They talk so much drivel sober,” said Pat, “I couldn’t bear them pissed.”

I’d be impressed with that too.

First sod turned for ABCs new Qld HQ

A ceremony has been held in Brisbane to mark the start of construction of the ABCs new Queensland headquarters at South Bank.

The national broadcaster’s former Toowong site was abandoned in late 2006 because of a breast cancer cluster and staff have been working out of several temporary sites.

Federal Infrastructure Minister Anthony Albanese says South Bank is the perfect site for the new complex, which is due to be completed late next year.

“It’s appropriate that the ABC as Australia’s most important cultural institution be located at this cultural heartland,” he said.

ABC chairman Maurice Newman also describes South Bank as Brisbane’s “cultural heartland”.

“As we turn this soil today to mark this new beginning for the ABC I am confident that the new premises to be built here will help us provide Queenslanders with the best possible services for the future,” he said.

US Masters to be broadcast in 3D

In an unprecedented broadcasting move, the 2010 US Masters will be produced and broadcast live in 3D, Augusta National Golf Club chairman Billy Payne has announced.

Multiple 3D cameras will be strategically placed across the famed course, resulting in views never before seen of the former nursery site that has become the home of the first major championship of each year in early April.

The production, which will primarily focus on the back nine, will be distributed live to US 3D capable television sets and computers.

“Innovation has always been part of Masters tradition,” Payne said.

“Utilising this technology marks another important milestone in allowing our at-home patrons to better experience the beauty of our course and excitement of our tournament.”

Two hours of live afternoon 3D coverage will be available starting with the Masters Par 3 Contest on April 7 and each day of the April 8-11 event.

Pak Senate body recommends ban on Indian television channels

Islamabad, Mar.16 (ANI): The Pakistan Senate Standing Committee on Information and Broadcasting has proposed a ban on Indian television channels in the country.

The committee, which had proposed such a ban earlier also, has asked cable operators not to air Indian television channels and dramas.

Committee member Senator Tariq Azeem said that he had twice adopted resolutions recommending a ban on Indian TV channels, however, the resolutions had not been implemented, The Daily Times reports.

Senator Ghulam Ali said the matter would be raised in the Upper House if the ban was not imposed soon.

Minister for Information and Broadcasting Qamar Zaman Kaira said that the committee headed by Justice Fakharruddin Ibrahim is working on the preparation of proposals for the media code of conduct, and would present its proposal within a few days to the ministry for further action. (ANI)

Ambika Soni reaffirms commitment to Public Service Broadcasting Trust

New Delhi, Sept 15 (ANI): The Ministry of Information and Broadcasting has renewed its commitment of financial support to the Public Service Broadcasting Trust (PSBT), a Delhi-based NGO.

Under the plan scheme component for production of documentaries through NGOs, the Films Division would grant funds to the PSBT, which has been short-listed for production of documentaries for the current financial year.

In the past also, the Doordarshan and the PSBT have had a successful public-private partnership.

Over the past nine years, a large number of documentary films have been funded by the Doordarshan.

Among the National Non-Feature Film Awards-2007, at least four of such joint productions of the Prasar Bharati and the PSBT have won accolades.

Speaking on the occasion of ‘Commemorating 50 years of Public Television In India’, Minister for Information and Broadcasting Ambika Soni invited suggestions from the luminaries of PSBT Trustees for making the Public Service Broadcaster-Doordarshan more vibrant and interesting while retaining its commitment for healthy entertainment suitable for family viewing.

Soni also reiterated that her Ministry would continue to strive to encourage creative skills so long as they honour the sensibilities of all single television viewing families.

The Minister exhorted the young filmmakers – particularly those who are the beneficiaries of the PSBT-Ministry fellowships, to take up the challenge of making relevant programmes for particularly the marginalized strata of society.

“The Doordarshan is the only channel with the widest terrestrial reach which caters to the remotest and border areas often neglected by the commercial interests of other channels,” she added.

She also invited stalwarts like Shyam Benegal (a PSBT Trustee), who had made the memorable ‘Bharat ek khoj’ serial for Doordarshan in the past, to contribute meaningfully to Doordarshan again.

Kaira says PPP not following Musharraf’s foreign policy

Islamabad, Sep. 11 (ANI): Pakistan’s Information and Broadcasting Minister Qamar Zaman Kaira has clarified that Asif Ali Zardari Government is perusing its own foreign policies and not those formulated by Pervez Musharraf.

Kaira pointed out that peace in South Asia was not possible without achieving stability in Afghanistan.

The political process should be continued in Afghanistan and removal of foreign forces from Afghanistan would not ensure stability, the Daily Times quoted him, as saying.

Kaira added that Pakistan is the victim of terrorism, and the government would continue to take action against all those who challenge its writ.

Denying any activity by US private security firm Blackwater in Pakistan, he said the PPP would never compromise on issues of national security.

On the question of by-election in Rawalpindi, Kaira said the provincial government had requested the federal government to postpone the election due to the poor law and order situation of the region. (ANI)

Cabinet approves signing, ratification of BIMST Convention

New Delhi, Sep 10(ANI): A Union Cabinet meeting on Thursday discussed topics, including the revamping of the National Rural Health Mission and approval for the signing and ratification of the BIMST (Bangladesh, India, Myanmar, Sri Lanka and Thailand) Convention.

Union Information and Broadcasting Minister Ambika Soni said: “This convention will provide strong legal basis for cooperation among the law enforcement agencies of the BIMST member states. It will give a much needed thrust to the enforcement agencies of the BIMST member states which are Bangladesh, India, Myanmar, Sri Lanka and Thailand.”

The proposal will be signed during the forthcoming BIMST Ministerial Conference.

On the National Rural Health Mission (NRHM), Soni said: “The mission (National Rural Health Mission) now seeks to provide universal access to affordable and quality healthcare which is accountable and at the same time responsive to the needs of the people.”

She said the Government would launch an annual health survey in some states to provide feedback on the impact of schemes underthe NRHM on health indicators like Maternal Mortality Rates and Total Fertility Rates.

The Ministry of Health and Family Welfare in collaboration with the Registrar General of India, Ministry of Home Affairs will be conducting the survey and would compute the statistics, she added. (ANI)

Centre announces five percent increase in DA for employees and pensioners

New Delhi, Sep 10 (ANI): The Union Government on Thursday announced a five percent increase in the dearness allowance for its employees and pensioners, with effect from July this year.

The announcement will entail an outgo of about Rs 2,904 crore this fiscal.

Announcing the decision after a cabinet meeting, Union Information and Broadcasting Minister Ambika Soni told reporters that the combined impact on the exchequer on account of hike in dearness allowance and relief would be of the order of Rs 4,355.35 crore for entire year.

The impact for the current fiscal would be Rs 2903.55 crore, as the increase would be effective for nine months only from July to March.

Soni said, a five percent increase in the DA for the employees and dearness relief for pensioners would be over the existing rate of 22 percent of the basic pay or pension.

The Union Cabinet also approved the interest rate subsidy of one percent for housing loans up to Rs 10 lakhs and earmarked Rs 1,000 crore for the scheme.

The subsidy of one percent will be available for first 12 EMIs (Equated Monthly Installments) on loans up to Rs 10 lakhs for houses costing less than Rs 20 lakhs.

Earlier, in July while replying to the debate on the General Budget Finance Minister Pranab Mukherjee had announced the scheme for providing interest rate subsidy on house loans. (ANI)

PPP has not given any ‘guarantee’ regarding Musharraf indemnity: Kaira

Islamabad, Sep.4 (ANI): Pakistan Information and Broadcasting Minister Qamar Zaman Kaira has rebutted reports regarding Pakistan People’s Party (PPP) giving assurance not to prosecute former President General Pervez Musharraf on high treason charges.

Kaira said the PPP has not given any ‘guarantee’ to any country regarding clemency to Musharraf.

“Though friendly countries generally give advice on various matters but it is not binding on the government,” Kaira said.

In an interview with The Nation, he categorically rejected media reports that Musharraf’s step down was pre-planned and a part of a ‘secret’ arrangement.

“PPP had expelled Musharraf from Aiwan-e-Sadr with the support of masses,” he stressed.

When asked about Interior Advisor, Rehman Malik’s visit to Saudi Arabia, just before Musharraf’s meeting with king Abdullah bin Abdul Aziz, Kaira said it was a routine affair and it had nothing to do with the Musharraf issue.

Kaira also denied presence of US Blackwater on Pakistani soil, saying Islamabad would never allow any private security agency to operate inside country’s territory.

“Some personnel of private security agencies of the US after taking clearance by the government are protecting the NATO trucks which transport supplies from Port Qasim to Afghanistan and nothing else,” he said.

“As the US is leading war against terror therefore its facilities and staff are more prone to terror attacks than other countries therefore they need more security to protect themselves,” he added. (ANI)

Govt. efforts and media’s role helped in largely containing Swine Flu: Soni

New Delhi, Aug.29 (ANI): Information and Broadcasting Minister Ambika Soni on Saturday claimed that the spread of swine flu pandemic had been largely contained with the efforts of Government and crucial role played by media in educating people about the deadly disease.

Addressing media after inaugurating a two-day film festival of short documentaries by well-known photographer and art historian Benoy K Behl in the national capital, Soni said: “The Government has been successful in providing information to people on swine flu. Even television channels have played a major role in educating people by inviting doctors and experts in their studios every day to provide information about the deadly virus.”

The Minister said the government has taken concrete steps to implement major schemes during its first 100 days in office.

“The government has taken concrete steps on all the flagship schemes introduced by Prime Minister Manmohan Singh who is himself monitoring their implementation,” Soni said.

Soni, while seeking greater cooperation from states, said they should make extra efforts to provide benefits of various central schemes to people. (ANI)

India to have seven new IIMs

New Delhi, Aug 27 (ANI): The Union Cabinet on Thursday approved the setting up of seven new Indian Institute’s of Management (IIMs).

Information and Broadcasting Minister Ambika Soni said an allocation of Rs 451 crore as non-recurring expenditure and Rs 118 crore as recurring expenditure has been sanctioned for the first phase.

Four of these to be set up each in Trichurapally in Tamil Nadu, Ranchi in Jharkand, Raipur in Chhattisgarh and Rohtak in Haryana. All will have session in the next academic session of 2010-11.

The location of IIMs in Uttarakhand, Jammu and Kashmir and Rajasthan is yet to be finalsied. (ANI)

Cabinet approves 50 percent reservation for women in panchayats

New Delhi, Aug 27 (ANI): The Union Cabinet on Thursday approved fifty percent reservation for women in panchayats all across the country.

“The Cabinet has approved the amendment of Article 243 (d) of the Constitution to reserve 50 per cent of the total number of seats in panchayats filled by direct election for women,” said Information and Broadcasting Minister Ambika Soni here after a Cabinet meeting chaired by Prime Minister Manmohan Singh.

The states which have already implemented 50 per cent reservation for women in panchayati raj institutions are Bihar, Uttarakhand, Himachal Pradesh and Madhya Pradesh.

While Rajasthan has announced implementation of the proposal in the next panchayat election in 2010, Kerala recently declared that it would implement it.

The 33 per cent reservation for women in panchayats was achieved through the 73rd Constitutional Amendment during the regime of Prime Minister P V Narasimha Rao, though it was Rajiv Gandhi who first mooted the idea of empowering women at the grassroots. (ANI)

Formation of regulatory authority only after consultation with industry: Soni

New Delhi, Aug 26 (ANI): Information and Broadcasting Minister Ambika Soni has said that a regulatory mechanism would be formed for broadcasting only after consultations with stakeholders

Soni assured the broadcasters that the industry’s larger interests would be taken into consideration while forming the mechanism.

” Some ground rules are needed. But no laws would be imposed on broadcasters,” Soni said.

Addressing a seminar of broadcasters Soni informed the media that the I and B Ministry is holding consultations with broadcasters on the nature of the regulatory authority.

“I don’t see why broadcasters should have apprehensions about content regulation. I would like to categorically say that the government does not want to put draconian laws on electronic media.”

She said the consultations with the broadcasters are not taking place with any pre-conceived notion and expressed hope that a positive outcome will emerge from the consultation.

” As channels operating in the country are increasing it is difficult to monitor all of them, therefore the proposed authority will also measure impact of these channels,” Soni said. (ANI)

Naked women are acceptable on daytime TV in UK, rules watchdog

London, Aug 25 (ANI): Television watchdog Ofcom has ruled that a Channel 4 life-drawing programme, which features naked female models, is acceptable for lunchtime viewing.

The Channel 4 programme drew dozens of complains from its viewers over the content of ‘Life Class: Today’s Nude’, which had been broadcast daily at 12.30pm over a week in July.It was adult viewing, not for screening in the middle of the day,” the Telegraph quoted one viewer as saying, after tuning in to the programme in which artists guided students through various drawing techniques.

But Ofcom rejected the 37 complaints, and ruled that the channel did not breach broadcasting guidelines, and it even wrote to every complainant explaining that the nudity was justified.

“Life drawing is a well-known and respected form of art. In Ofcom’s view, although the images of nudity were broadcast for long periods of time, they were not presented in a sexualised manner and were clearly justified by the context, given the editorial purpose of the series,” the letter read.

The programme was broadcast during school term time, and was not aimed at children, the watchdog said, adding that each episode was prefaced by a warning about its content.

Clips from the show are still available on the Channel 4 website, but viewers must click a box to confirm they are over 16 before they can watch the footage.

Channel 4 declined to comment on Ofcom’s decision. (ANI)

Kashmir ‘cornerstone’ of Pak foreign policy :Gilani

Islamabad, Aug.21 (ANI): Terming the Kashmir issue as a ‘cornerstone’ of country’s foreign policy, Pakistan Prime Minister Yousuf Raza Gilani has said his government is ‘vigorously’ pursuing the issue.

Speaking in the Lower House of parliament, Gilani said the government fully supported the cause of the Kashmiri people.

Responding to a point of order raised by Kashmir Committee Chairman Fazlur Rehman, Gilani said he would direct government officials and Foreign Minister Shah Mehmood Qureshi to be available for briefings of the parliamentary special committee on Kashmir.

Rehman urged the government to give a parliamentary status to the Kashmir committee, the Daily Times reports.

Islamabad has been pushing for resolving the Kashmir issue in line with the UN Security Council resolutions and the aspirations of the Kashmiris.

On Wednesday, Pakistan’s Minister for Kashmir Affairs, Qamar Zaman Kaira, said that neither his country nor the ruling Pakistan Peoples Party (PPP) would compromise with India on the Kashmir issue.

Kaira, who is also Pakistan’s Information and Broadcasting Minister, expressed these views in a meeting with Sardar Ali Shahnawaz Khan, advisor to chairman of Christian Democratic Party in Oslo, Norway.

Kaira said that Pakistan is ready for dialogue with India for a peaceful solution of the Kashmir issue, but added that Islamabad would only accept a solution that was acceptable to all Kashmiris.

Pakistan, he said, has not shied away from taking up the Kashmir issue at the diplomatic level.

The Kashmir dispute has been a part of UN deliberations since 1948. Pakistan has demanded that the dispute be resolved as per the UN resolutions of 1948 and 1949. India, however, maintains that these resolutions are being wrongly interpreted by Islamabad. (ANI)

Afghanistan offensive showing signs of success: Brown

London/Sangin (Helmand, Afghanistan), July 12 (ANI): British Prime Minister Gordon Brown has said that the British troop offensive against the Taliban in southern Afghanistan is showing signs of success, despite the force losing fifteen troopers over the last month.

In an interview with the British Forces Broadcasting Service, Brown paid tribute to the “sacrifice” of the soldiers who had died.

“I know that this has been a difficult summer – it is going to be a difficult summer. These sacrifices that have hurt so many families in our country are ones that the whole of Britain will want to acknowledge. I think the operation we are engaged with is showing signs of success. Our troops are making progress as they attempt to make the area safe,” Brown said.

Brown’s comments came after parents of some soldiers killed in Afghanistan accused the Government of starving British forces of urgently needed equipment.

They joined politicians and former Armed Forces chiefs in demanding that ministers provide more money to pay for helicopters and armoured vehicles for troops fighting in Helmand.

Brown said commanders had assured him in a lengthy briefing that the Operation Panther’s Claw offensive to drive the Taliban from central Helmand province was making “considerable progress”.

He acknowledged that there was public concern about the campaign, but he insisted that it was part of a “clear strategy” to clear the terrorist networks from Afghanistan and Pakistan in order to protect the streets of Britain.

“This is a patriotic duty. Of course people want to know if the action we are taking is the right action. It comes back to terrorism on the streets of Britain. If we were to allow the Taliban to be back in power in Afghanistan and al-Qaeda then to have the freedom of manoeuvre it had before 2001, then we would be less safe as a country,” Brown said. (ANI)

Community Radio Station to come up in Faridabad

New Delhi, July 9 (ANI): The Ministry of Information and Broadcasting has signed a Grant of Permission Agreement for establishing, maintaining and operating a Community Radio Station (CRS) at Manav Rachna Education Society in Faridabad.

The Community Radio Station is expected to be operational within three months as per the agreement. With this, the number of CRS will increase to 51 in the country.

The programmes broadcast from the community radio station will provide useful information to the community for their development as well as panel discussions, weather forecasts, entertainment, tips on health including information regarding free health melas organized by Manav Rachna Educational Institutions, free/subsidized OPD facilities in dental care and physiotherapy.

It will also promote social causes including prevention and eradication of AIDS, Thalassaemia, Dengue, Chickenguenia, Hemophilia and drug abuse.

The Ministry encourages setting up the Community Radio Station as it promises to provide an opportunity to the local communities to express themselves, share their views and particularly empower the women, youth and the marginalized groups to take part in local self governance and overall socio-economic and cultural development of the area.

It will also better inform the society about the developmental initiatives of Government and promote transparency in the implementation of the scheme.

Keeping this objective in view, the Government of India had announced a policy in December 2002 for the grant of community radio licenses to the educational institutional. (ANI)
