10th Boards now history; all pass

New Delhi, May 29 — Before fading into history, the Central Board of Secondary Education’s Class X Board examination left students with an unexpected farewell gift on Friday. Not a single candidate was declared failed. Everyone, irrespective of the number of subjects in which they scored grade E1 or E2 (unqualifying grades), is eligible to improve his/her performance through re-examination. And they will be given five chances. And the batch of 2009-10 is not an exception, as the Board intends on continuing this practice. This is the first time the Board results were declared in grades and not marks. The batch of 2009-10 is the last one to sit for the CBSE examination that began in 1977. This, however, applies only to senior secondary schools, which are up to Class XII. Secondary level institutions will continue with Class X Boards. “Schools that do not have Class X Board exams will have to provide students who fail in internal exam another chance to improve,” said Vineet Joshi, chairman, CBSE.

“There’s no point in making a child wait one whole year before he’s allowed to prove himself again,” added Joshi.

Lucknow feels heat of Mayawati rally

Lucknow, March 15 (IANS) People in this Uttar Pradesh capital, particularly the board examinees, Monday had a harrowing time reaching their destinations due to lack of buses owing to the Bahujan Samaj Party’s (BSP) rally to mark its 25th anniversary celebrations. Students had to leave for their examination centres a few hours before their papers started.

According to sources, nearly 130 buses from Lucknow have been pressed into service for ferrying BSP workers to Chief Minister Mayawati’s rally and back to their native places.

Even as government offices and schools remained closed on account of BSP founder Kanshi Ram’s birthday, those appearing for the Indian School Certificate (ISC) board exams (Indian Certificate of Secondary Education or ICSE examination for Class 12) left their homes much earlier than usual to avoid any inconvenience caused by the rally.

Ahead of the BSP rally, the school authorities had already directed students to reach the examination centres four-five hours early.

‘We had advised our students to reach four-five hours early at the examination centres in order to avoid any problems,’ Jagdish Gandhi, founder of the City Montessori School (CMS), told IANS.

‘Though I cannot ascertain the exact number of Class 12 students who would be taking their Geography paper I (Theory), I have learnt that students, whose exams would start at 2 p.m., started coming to the school at around 7.30 a.m.,’ he added.

Diwakar Tripathi, a CMS student said: ‘I reside in Aliganj locality. To avoid the rush due to the rally, I left home at around 6.45 a.m. I had to hire an auto-rickshaw that charged much more than the prescribed rate to reach the school.’

Meanwhile, the authorities claimed that the CMS was the only school whose students were appearing for the board exam Monday as there was not a single student appearing for the ‘elective papers’ of the class 10 and 12 Central Board of Secondary Education (CBSE). Being a public holiday in the state, schools affiliated to the Uttar Pradesh board remained closed.

‘There is nothing to worry about. Today (Monday) the exams of class 10 and class 12 boards of CBSE and ICSE are of those papers that are optional. Only a few students are appearing in the exams. We have made proper arrangements for the examinees,’ District Magistrate A.K. Sagar said.

Meanwhile, a long queue of commuters was seen at the bus stands in various areas of Lucknow.

‘I have been standing at the Vikas Nagar bus station for the last 45 minutes. There’s not a single bus. I have to catch a train from the Charbagh railway station. It’s really a harrowing experience. In fact, this happens during every public rally,’ R. Narayan, a retired Geological Survey of India (GSI) scientist and resident of Indira Nagar, said.

In the ‘absence’ of buses, auto-rickshaw drivers had a field day as they charged much more than the prescribed fare.

Govt makes Class X CBSE exams optional from 2010-11

New Delhi, Sep.7 (ANI): In a significant step aimed at reforming the educational system in India, the Central Government on Monday announced the Standard X examinations, held under the Central Board of Secondary Education (CBSE), will become optional from the 2010-11 session.

Union Human Resource Development Minister Kapil Sibal told a press conference here that the Class X examination will become optional from the 2010-11 session.

The students will be able to take exams on demand after the board is abolished, he added.

“The schools can also conduct exams if the students want to switch over to different schools to get a admission in class XI,” Sibal said. ibal said the CBSE Class X exam system will be abolished from 2010-11 but the current batch (2009-10) of students will have their exams on schedule.

The grading system will replace the current system in the ongoing 2009-10 and the students of the current batch will get only grades not marks, said Sibal.

The government has introduced the grading system to reduce the pressure on students, the minister said. (ANI)

CBSE schools to have grading system from academic year 2010-11

New Delhi, Aug.31 (ANI): The Government on Monday announced that it will introduce grading system in all Central Board of Secondary Education (CBSE) schools and make Class X board exams optional from coming academic year (2010-11).

Union Human Resource Development minister Kapil Sibal, during a press conference in the national capital, said: “Central Advisory Board of Education (CABE) supports making Class X examination optional in CBSE system.”

“There is a pan-India consensus over the issue. So we have decided to go ahead with this,” Sibal said.

The Class X board exams will become optional in all CBSE schools from the coming academic year (2010-11).

As per sources, the CBSE has prepared the format of an aptitude exam which schools can use to test Class X students on their level of understanding in each subject. The emphasis, however, will be on continuous and comprehensive evaluation (CCE) through the year instead of a single public exam at the end of Class X. (ANI)

CBSE to make Class X boards optional in 2010-11

New Delhi, Aug.27 (ANI): The Central Board of Secondary Education (CBSE) is likely to announce on Friday that from the coming academic year (2010-11), Class X board exams will become optional in all CBSE-run schools.

The board will make a formal announcement once the blueprint of the new system to replace the board exams is frozen.

CBSE sources said board chairman Vineet Joshi would hold the last presentation and consultation session in Madhya Pradesh on Thursday on the changes being brought about before the draft is finalized and made public.

The CBSE has reportedly prepared the format of an aptitude exam that schools can use to test Class X students on their level of understanding in each subject. The emphasis, however, will be on continuous and comprehensive evaluation (CCE) through the year instead of a single public exam at the end of Class X.

“CBSE has decided to go strongly on making the Class X board exam optional and implement CCE grading system and other alternatives. The process of review of the present Class X exam system is over,” Joshi said.

He said that CBSE had also conducted a survey among students on whether they want the board exam to continue.

Joshi said there were apprehensions that the new format would create two categories of students, those who take the exam and others who don’t.

Among these alternatives is the provision of an online, on demand test for those who don’t take the board exam but want certification later on.

In another major decision aimed at ensuring that schools maintain minimum basic standards, the CBSE has decided to have an independent agency for accreditation of CBSE schools.

All schools under the board will have to get themselves evaluated by this agency within three years. New schools will get CBSE affiliation three years after they have been accredited by this agency.

Joshi said the accreditation agency could be either a government or private body.(ANI)

CBSE to make Class X board exams optional

New Delhi, July 13 (ANI): Minister of State for Human Resource and Development, D Purandeswari, on Monday informed the Lok Sabha that Central Board of Secondary Education (CBSE) has proposed to make the Class X board exams optional and to replace it with an internal assessment, which would adopt a similar pattern of questions to those in the board exam.

Purandeswari also said that to ensure that quality of education is maintained, CBSE would ask schools to maintain course of study of Class IX and X as per the Board’s scheme of studies and follow prescribed textbooks.

She added the schools would conduct internal examinations on the basis of curriculum prescribed by the CBSE and the pattern of question paper would be similar to that in the board exam.

Purandeswari further informed that at the moment there is no proposal to set up one national board for school education in the country. (ANI)

Bombay High Court scraps quota formula for college admissions

Mumbai, July 6 (IANS) Bombay High Court Monday struck down the Maharashtra government’s proposal to reserve 90 percent of college seats in the state for students from the state board.
The government had proposed only 10 percent of seats in junior colleges for students from Central Board of Secondary Education (CBSE) and the Indian School Certificate Examinations (ISCE). The rest were for students passing the Class 10 exam conducted by the Maharashtra State Board for Secondary and Higher Secondary Education.

Spelling a major setback to the state government, a division bench of the high court comprising Chief Justice Swatanter Kumar and Justice S.C. Dharmadhikari also lambasted the authorities for taking a “hasty decision” in the matter.

This is the second time in two years that the court has pulled up the government for its attempt to ensure that over 200,000 students of the state board get the measured share of seats and that the 25,000 students from other boards did not get an upper hand in admissions to prestigious colleges.

The judges’ ruling came in the final hearing of a plethora of petitions challenging the government resolution on the 90:10 seat sharing formula, which they termed as “arbitrary, un-constitutional and taken without application of mind”.

The judgement was welcomed by parents of students hailing from the CBSE/ICSE boards who were anxiously waiting for the admissions to begin for the junior colleges for the academic year 2009-2010.

The court said the decision was brought in for political ambitions and to favour the local board students. It “itself was self-contradictory, self-discriminative and conflicting with the objectives with which it was introduced”, the judges observed.

The court felt that the classification of students as coming from the state board and non state boards was “artificial and imaginary”.

Chief Minister Ashok Chavan asserted that they would not challenge the order in the Supreme Court. “We respect the court order,” he said.

Chavan said the 90:10 formula decision was taken after due consideration of the number of students from the state board and non-state boards.
