Nepal Prime Minister consults parties on extending Constituent Assembly term

Kathmandu, May 14 (ANI): Prime Minister Madhav Kumar Nepal continued consultations with the political parties regarding the Constituent Assembly term extension on Friday as well.

He met the leaders of the Rastriya Prajatantra Party, Rastriya Janshakti Party, Sadbhavana Party, Nepali Janata Dal, RPP-Nepal, Rastriya Janamorcha Nepal and Nepal Parivar Dal.

Pashupati Shamsher Rana of RPP, Surya Bahadur Thapa of Rastriya Janashakti Party, Rajendra Mahato of Sadbhavana Party, Harischandra Sah of Nepal Janata Dal suggested the prime minister to extend the term by forging consensus among the political parties.

They said the parties need to give a convincing grounds to the people to ensure that they will produce the new constitution in the extended time.

However, Kamal Thapa of RPP-Nepal reiterated his party´s stance to go for fresh elections saying the parties had no authority to extend the Constituent Assembly as people mandated them only for the two-year tenure.

“If it fails to accomplish its mission, elections should be held to seek fresh people”s mandate,” he said.

Nepal also met Attorney General Bharat Bahadur Karki, Minister of Law and Justice Prem Bahadur Singh and Law Secretary Madhav Paudel in this regard.

Meanwhile, Deputy Prime Minister and Foreign Minister Sujata Koirala has said that there would be no alternative left but to dissolve the Constituent Assembly if the Unified CPN (Maoist) is not sincere towards the important task of Constitution writing.

“It would be better to dissolve the Constituent Assembly rather than deceive the nation and the people by extending its term,” she said, adding that the Constitution will not be written even if the Constituent Assembly ”s term is extended unless the Maoists come to an understanding.

She further said that the Constitution could be promulgated within May 28 deadline if the Maoists show flexibility on issues like army integration, Nepalnews reported. (ANI)

Baba Ramdev’s body to contest elections

New Delhi, March 16 (IANS) Yoga guru Baba Ramdev Tuesday said that his ‘Bharat Swabhiman Andolan’ would contest the next Lok Sabha election in a bid to build a corruption free India.

Ramdev, whose real name is Ramkishan Yadav, told reporters here that he would field candidates in all the 543 Lok Sabha seats.

‘We will have seven-10 lakh members in every district in a year or two, and they will become a big deciding political force,’ he said, speaking in Hindi.

Stating that he himself would not contest elections, Ramdev said: ‘I will never contest elections and never take up any political position.’

He said the next general election would be a watershed event, ‘when all the corrupt politicians will be wiped out’ once the Bharat Swabhiman Andolan becomes a force to reckon with.

‘One of the main objectives of the movement is to end corruption and to bring back more than Rs.300 lakh crore of Indian black money from abroad for the country’s development,’ he said.

Baba Ramdev, whose yoga lessons are followed by an estimated 85 million people on televisions and video, said the recent arrests of self-claimed holy men on criminal charges was ‘a very big conspiracy’ even if some of them were indeed guilty.

‘Some politicians and communal forces are conspiring to malign the name of Indian saints by trapping them in cases related to fake currency, rape, murder, sex scandal and drugs,’ he said.

Ambika Soni reaffirms commitment to Public Service Broadcasting Trust

New Delhi, Sept 15 (ANI): The Ministry of Information and Broadcasting has renewed its commitment of financial support to the Public Service Broadcasting Trust (PSBT), a Delhi-based NGO.

Under the plan scheme component for production of documentaries through NGOs, the Films Division would grant funds to the PSBT, which has been short-listed for production of documentaries for the current financial year.

In the past also, the Doordarshan and the PSBT have had a successful public-private partnership.

Over the past nine years, a large number of documentary films have been funded by the Doordarshan.

Among the National Non-Feature Film Awards-2007, at least four of such joint productions of the Prasar Bharati and the PSBT have won accolades.

Speaking on the occasion of ‘Commemorating 50 years of Public Television In India’, Minister for Information and Broadcasting Ambika Soni invited suggestions from the luminaries of PSBT Trustees for making the Public Service Broadcaster-Doordarshan more vibrant and interesting while retaining its commitment for healthy entertainment suitable for family viewing.

Soni also reiterated that her Ministry would continue to strive to encourage creative skills so long as they honour the sensibilities of all single television viewing families.

The Minister exhorted the young filmmakers – particularly those who are the beneficiaries of the PSBT-Ministry fellowships, to take up the challenge of making relevant programmes for particularly the marginalized strata of society.

“The Doordarshan is the only channel with the widest terrestrial reach which caters to the remotest and border areas often neglected by the commercial interests of other channels,” she added.

She also invited stalwarts like Shyam Benegal (a PSBT Trustee), who had made the memorable ‘Bharat ek khoj’ serial for Doordarshan in the past, to contribute meaningfully to Doordarshan again.

Adoor Gopalkrishnan (Chairman PSBT)’s new film “Oru Pennum Randaanum”, funded by Doordarshan was screened on the occasion. (ANI)

Keeping his focus on the Aam Aadmi (common man), the majority of which lives in rural surroundings, Mukherjee announced a 146 percent hike in the National Rural Employment Guarantee Act (NREGA) and a 46 percent hike in the Bharat Nirmaan scheme. He also promised to introduce a Food Security Act under which 25 kilograms of rice or wheat a month would be provided to the poor at Rs.3 per kilogram.

This year’s budget includes a number of sector specific incentives, particularly for those that promote employment. For example, the NREGA will have Rs.39, 100 crore to spend. Mukherjee informed Parliament that in 2008-09, over 4.47 crore households were covered under the act.

He also announced that the UPA Government is committed to providing a real wage of Rs.100 per day to those entitled to receive the benefit under the NREGA.

Mukherjee said that the Bharat Nirmaan with its six schemes was an important initiative for bridging the gap between rural and urban folk and is aimed at improving the quality of life and people, particularly the underprivileged.

Mukherjee also proposed to allocate Rs.8800 crore in 2009-10 for Indra Awas Yojana (IAY), which is 63 percent higher than the last year’s outlay.

Keeping its focus on the poorest of the poor, the government has proposed to launch a new scheme called the Pradhan Mantri Adarsh Gram Yojana (PMAGY) on pilot basis for the integrated development of 1000 villages having Scheduled Caste (SC’s) population of 50 percentor more. Mukherjee also announced a hike of 400 crores in the Rashtriya Mahila Kosh from the present 100 crores to 500 crores over the next few years.

To enable students from economically weaker sections to access higher education, Mukherjee proposed a scheme to provide them full interest subsidy during the period of moratorium.

He laid special emphasis on infrastructure development in the country.

He said that the Infrastructure Finance Company Limited (IIFCL) would evolve a takeout financing scheme in consultation with banks to facilitate incremental lending to the sector. The IIFCL would refinance 60 percent of commercial bank loans for public private partnership projects in critical sectors over the next fifteen to eighteen months.

For improving the road infrastructure, this year’s budget allocation to the National Highway Authority of India (NHAI) has been increased by 23 percent.

Announcing a slew of tax sops, Mukherjee said personal income tax exemption would go up by Rs.10, 000 and the 10 per cent surcharge would be scrapped. He also said that the Fringe Benefit Tax (FBT) and the Commodities Transaction Tax (CBT) would be abolished.

Exemption limit in personal income tax was also raised by Rs.15000 rupees for senior citizens and to Rs.190, 000 for women earners.

The finance minister also promised to phase out surcharges on various direct taxes and to bring out a new income tax code within next 45 days.

There was no change in corporate tax. Bringing in four new services extended the scope of services tax. Legal services for the first time will be brought under service tax net.

The export sector will benefit as some of the tax on services for the sector have been removed. Stimulus packages announced for the export sector, including ECGC adjustment schemes and interest subvention are to continue till March 2010.

Finance Minister made minimum changes with indirect taxes.

However excise duty on non-essential items has been increased from four to eight percent. or former and current defence personnel, the government announced that it has decided to accept one rank one pension and has also announced measures to tackle internal security.

Mukherjee said the country owed a deep debt of gratitude to its valiant ex-servicemen, and this was one way of showing appreciation for their services to the nation.he government has decided to substantially improve the pension of pre 1.1.2006 defence pensioners below officer rank (PBOR) and bring pre 10.10.1997 pensioners on par with post 10.10.1997 pensioners. Both these decisions will be implemented from July 1, 2009 resulting in enhanced pensions for more than 1.2 million ex-soldiers and junior commissioned officers.

He said these measures would cost the exchequer over Rs.2100 crore annually. Certain pension benefits being extended to war wounded and other disabled pensioners would also be liberalized, he added.

An additional amount of Rs.430 crore would be allocated for police force modernization.

The government has also sanctioned special risks/hardship allowances to paramilitary personnel at par with the defence forces. Provisions for payment of these allowances are also being proposed in the Budget.

For strengthening border management, an additional amount of Rs.2284 crore, over and above the Interim Budget provision for construction of fences, roads, floodlights on the international borders, is being provided.

Mukherjee is ready to invest more for strengthening the country’s paramilitary forces.

The government proposed the launching of a massive program of housing for central paramilitary force personnel.

Allocation under the Jawaharlal Nehru National Urban Renewal Mission was stepped up by 87 percent.

Mukherjee proposed to enhance the allocation for housing and provision of basic amenities to urban poor to 3,973 crores.

Provision for the Brihan Mumbai storm water Drainage project funded through central assistance to address the problem of flooding in Mumbai enhanced from 200 crore rupees to 500 crore rupees.

The Government proposes to setup an expert group to advise on a viable and sustainable system of pricing petroleum products.

This year’s budget also proposes the setting up of one handloom mega cluster each in West Bengal and Tamil Nadu, a power loom mega cluster in Rajasthan and mega carpet clusters in Srinagar and Mirzapur.

The proposed budgetary allocation for the Commonwealth Games has been substantially increased from Rs.2, 112 crores in the Interim Budget to Rs.3,472 crores in the Budget for 2009-10.

Expressing concern at the rising fiscal deficit (pegged at 6.8 percent for 2009-10), Mukherjee said that the UPA Government would seek to come back to the path of fiscal consolidation at the earliest.

The fiscal deficit was originally estimated at 2.5 per cent of GDP for 2008-09 but widened to 6.2 per cent after the government cut excise duty rates by 6 per cent and service tax by 2 per cent and increased planned outlay to spur the economy, slowing due to the global financial crisis.

A further rising fiscal deficit will necessitate more market borrowing and again increase the interest burden, which will become a cycle. (ANI)

Indian department of Biotechnology developing anti-diarrheoa Zinc tablets

New Delhi, June 19 (ANI): National Department of biotechnology is working on to develop anti- diarrhoea dispersible zinc tablets, which could be of ultimate help for children.

It is being developed in association with Bharat Immunological and Biologicals Corporation Limited (BIBCOL).

BIBCOL has set-up the facility for production of dispersible zinc tablets with financial support from Department of Bio-Technology.

Meant for children, the tablets are being made in such a way that they disintegrate rapidly when mixed in a teaspoonful of clean water or expressed breast milk.

Rapid disintegration makes it easier to administer it to children, especially infants.

“Children if they full tablet if they take then they cannot take it small children. If they take in syrup the entire syrup may not go into the…feeding is a problem. Because syrup it is not just 1ml or 2ml that depends upon the dose. So in the Zinc dispersible tablet you take a small spoon. In a small spoon, once a tablet is placed they can use water, milk or mothers milk and it will disperse in 30 seconds time. So, immediately, they can feed it,” said S. Subbiah, Managing Director of BIBCOL.

Clinical research involving over 10 trials in India shows that Zinc treatment is a new highly efficacious treatment in acute diarrhoea.

Further studies have revealed that children who received 10-14 days of zinc treatment for childhood diarrhoea also showed greater resistance to episodes of diarrhoea.

Many available vitamin products and other nutritional supplement containing zinc do not have the recommended dosage of zinc.

“Country like in India if this is included in a government program for mass consumption so the logistics will be a problem. Tablet is easy to transport easy to store and easy to handle and size becomes very small,” said Dr. C.B Benjwal of BIBCOL.

DBT is initiating steps to popularize the product among various state health departments. The medicine will be supplied free in states like Bihar, Chhattisgarh and Assam.

Some reports say that one out of every five children, who dies of Diarrhoea worldwide, is an Indian. Every year around 500,000 children in India die because of diarrhoea. (ANI)

The Nepali Congress and the UML have urged the Sadbhawana Party to come up with a clear opinion on the issue.

UML chaimrman Jhalanath Khanal, senior leader Madhav Kumar Nepal and Bharat Mohan Adhikari have urged Sadbhawana party chairman Rajendra Mahato including other leaders of the United Democratic Madhesi Front UDMF to sign in their support.

Earlier, Nepali Congress president Girija Prasad Koirala has assured Madhav Kumar Nepal of full support in forming the new government under his leadership.

Koirala made this pledge during a meeting with Nepal on Wednesday afternoon.

Koirala also stressed that the new government should be able to bring the peace process to a logical end and complete the task of the Constitution-drafting on time.

Nepali Congress vice-president Ram Chanadra Poudel said the NC and the UML would be making joint efforts to win support from other parties for the UML-led government.

Meanwhile, senior Maoist leader Mohan Baidya has said that the new government is unlikely to take shape up before Sunday.

Baidya said his party would not allow parliamentary proceedings until Sunday, adding that the Maoists would not accept a government that is formed outside of the parliament.

He also argued that the democratic image of Nepali Congress and CPN (UML) has been tarnished after the latest political development.

Maoists are scheduled to hold mass gatherings in four different places across the country on May 17, to intensify their protests against President Ram Baran Yadav’s move, Nepalnews reported. (ANI)
