BEIJING, June 20 (Reuters) – China will keep the yuan’s exchange rate at a basically stable level, the central bank said on Sunday, suggesting that the country’s new currency regime will look a lot like the old one.

China announced on Saturday that it would resume making the yuan more flexible, signalling that it was ready to break a 23-month-old peg to the dollar that had come under intense international criticism.

But in a lengthy statement about how reform would proceed, the central bank explicitly ruled out a one-off revaluation, repeatedly said there was no basis for any big appreciation and added that the currency’s value was not far off its fair level.

Lack of a real rise in the exchange rate would provide ammunition for critics, especially hawks in the U.S. Congress, who say Beijing’s actions will speak louder than its words and that penalties should be imposed if it keeps the yuan artificially cheap.

Leaders of the United States, the European Union, Japan and the International Monetary Fund, among others, welcomed its vow to deepen yuan reform as a hopeful contribution to the balancing of the world economy.

All eyes on Monday will be on the daily reference rate set by the Chinese central bank to manage the yuan’s value. Many economists believe that Beijing will nudge the exchange rate higher in increments, not leaps.

Global equity markets may rally as the news, coming a week before a Group of 20 meeting in Canada, eases fears of a trade row between the United States and China at a delicate time for the world economy.

The central bank on Sunday promised to implement “dynamic management and adjustment”, which could lead to the yuan falling, not just rising, against the dollar depending on how other currencies perform.

But the crux of the exchange rate system would be the same as it had been previously, meaning that the yuan is likely at most to return to the path of gradual gains against the dollar seen for three years until mid-2008.

“Keeping the yuan basically stable at a reasonable and balanced level is an important part of further promoting reform of yuan exchange rate formation mechanism,” the People’s Bank of China said, adding that gradual adjustment was needed in order to give firms time to adjust.

Chinese economists said the move was justified economically and, above all, had a political aim.

“This important declaration by the Chinese government coming before the G20 summit is a big concession to prevent the yuan’s exchange rate from being politicised by Western countries,” said Gao Shanwen, chief economist at Essence Securities in Beijing.

China said that freezing the yuan to the dollar since July 2008 had helped mitigate the impact of the global financial crisis and spur the world’s recovery.

With the economy on a more solid footing, it was time to enhance the exchange rate’s flexibility, though there were no grounds for “large-scale appreciation”, it said.

SURPRISE AND CONTROVERSY

The European Central Bank (ECB) and Jean-Claude Juncker, who heads the Eurogroup of euro zone finance ministers, welcomed in a joint statement China’s decision on the yuan, which is also known as the renminbi (RMB). [ID:nLDE65J03Z]

“Given China’s important role in the global economy, we encourage the authorities to allow for greater flexibility of the RMB effective exchange rate as a means of promoting balanced growth in China and in the world economy,” they said on Sunday.

European leaders have generally been less strident than those in the United States as the euro has fallen sharply against the Chinese currency, buying only 8.45 yuan EURCNY=R now compared with almost 11 in July 2008.

This helped euro zone exporters through the financial crisis. Last year exports from the bloc to China grew 4 percent while those to the U.S. fell close to 20 percent.

Markets have long been waiting for China to break the yuan’s peg to the dollar, but the timing still came as something of a surprise. One day earlier, senior officials had stressed that China would not be bullied into resuming yuan appreciation.

The country’s major newspapers carried no real reports of the policy about-face, just reprinting the central bank’s statement verbatim.

The lack of articles and commentaries for the time being likely reflected a push by the government to get everyone on message about what could be a controversial policy change.

On a few websites, readers still made their views heard.

“This is such worrying news! China, you have surrendered!” wrote one online reader of the Global Times, a popular tabloid.

“We’re so well-behaved, doing whatever the United States asks of us,” wondered another, sarcastically.

Whether U.S. critics of China’s currency regime will agree remains to be seen.

INTENSE CRITICISM

Beijing has faced a barrage of complaints from abroad for keeping the yuan artificially cheap even as the country’s export juggernaut roared back to life.

Much of the rest of the global economy remains sluggish and beset by unemployment in the wake of the financial crisis, and China’s policy is seen as stealing jobs from foreign markets.

U.S. patience with Beijing over the yuan has worn thin and lawmakers threaten to penalise it for a strategy they say is unfair and breaks rules of global trade.

Democratic U.S. Senator Charles Schumer, a leading critic, said China’s statement was too vague and pledged to press ahead with legal action to raise trade barriers.

U.S. Treasury Secretary Timothy Geithner, who has delayed publication of a potentially embarrassing report that could cite China as a currency manipulator, stressed that China’s actions would speak louder than words.

Chinese farmer fires homemade cannon to defend land

(Reuters) – A Chinese farmer has declared war on property developers who want his land, building a cannon out of a wheelbarrow and pipes and firing rockets at would-be eviction teams, state media said on Tuesday.

Yang Youde, who lives on the outskirts of bustling Wuhan city, in central Hubei province, says he has fended off two eviction attempts with his improvised weapon, which uses ammunition made from locally sold fireworks.

“I shot only over their heads to frighten them,” the China Daily quoted him saying of his attacks on demolition workers sent to move him off his land. “I didn’t want to cause any injuries.”

The rockets can travel over 100 meters, and exploded with a deafening bang, the official paper added. It did not say if anyone had been injured.

His approach is more aggressive than most, but Yang’s problem is a common one.

Anger over property confiscation is one of the leading causes of unrest in China, with many people forced to give up homes and land to make way for anything from roads to luxury villas.

Yang says the local government has offered him 130,000 yuan ($19,030) for his fields, on which they want to erect “department buildings.” He is asking for five times that amount.

Construction ditches have already been dug across the land of less obstinate neighbors.

A first eviction team attacked him in February after his rockets ran out, but local police came to his rescue. In May he held off 100 people by firing from a makeshift watchtower.

The government is planning to reform property confiscation rules, but rights groups say the changes do not go far enough to address the potentially destabilizing issue.

Hizb commander shot dead by associate in Jammu

In a case of rivalry between two top militants, a terrorist belonging to Hizbul Mujahideen (HM) shot dead his commander during a shootout in Doda district of Jammu and Kashmir today, police said.

Chota Bashir, district commander of the outfit in Doda and his newly recruited associate Abdul Lateef exchanged fire in Lolore area this morning, in which the latter was killed, they said.

The two turned rivals after Chota Bashir took over as the district commander in Doda following Bashir Lohar’s surrender to the army last month, police said.

Lateef later surrendered to troops of the 10 Rastriya Rifles (RR) and a AK rifle and ammunition was recovered from him, they said, adding the body of the slain militant has been recovered.

US citizen arrested in Egypt for possessing arms

Cairo, May 13 (IANS) A US citizen of Egyptian origin has been arrested at Cairo airport with guns and other weapons in his luggage, officials said.

The man who was coming from New York was arrested Wednesday for possessing arms and ammunition, Xinhua reported quoting state-run MENA news agency.

According to airport authorities, security personnel have found two handguns, 250 bullets, two swords, five daggers and six pocket knives hidden in his luggage.

They said the man, whose name was not disclosed, managed to hoodwink authorities at John F. Kennedy airport and boarded the plane carrying the arms.

Maoists kill four BMP soldiers in Bihar

Aurangabad (Bihar), May 3 (ANI): Around four Bihar Military Police (BMP) soldiers were killed and one injured, when the Maoists opened fire on a police patrol party in Bihar”s Aurangabad District on Monday.

The rebels opened fire on the BMP personnel and the District Armed Police Force, who were patrolling near the Tandawa Bazaar area this morning.

“Six Maoists, armed with sophisticated weapons, indiscriminately fired at them. Four BMP jawans were killed on the spot, while another was seriously injured,” said Aurangabad Superintendent of Police Sanjay Kumar Singh.

“The ultras also looted five rifles and several rounds of ammunition from them before escaping. The entry and exit points of the district were sealed and a combing operation launched for the Maoists,” he added.

The Maoists claim they are crusading for the poor, marginal farmers, and landless labourers.

They have spread into the rural pockets of 20 of India”s 28 states. (ANI)

Security forces bust rebel hideout in Jammu and Kashmir

Poonch (J-K), May 3 (ANI): Security forces on Sunday busted a rebel hideout in Jammu and Kashmir”s Poonch region and recovered arms and ammunitions.

Acting on a tip-off, a joint team of the army and the police launched a combing operation around the Kalai top area. They recovered arms and ammunition with Pakistani engravings from the hideout.

” This is a huge achievement. It could have been used against the security forces or the civilians, but we have avoided it,” said Satish Kumar, the officer incharge of the Poonch police station. (ANI)

Pak forces kill six key Taliban commanders in Swat

Islamabad, Apr.27 (ANI): At least six key Taliban commanders were killed in two different encounters with security forces in the Swat Valley, Pakistani security officials have said.

A huge cache or arms and ammunition was also recovered during the raid on extremist hideouts in the region.

The first encounter took place in Kanju town of Kabal tehsil in which four wanted Taliban commanders were killed, while two leading extremist commanders were killed in a search operation in Elam area of Barikot tehsil, The Daily Times reports.

Confirming the encounters, local operations commander Colonel Ejaz Malik said the security forces would continue their offensive against the Taliban and other militant groups, and would also not show leniency towards their supporters. (ANI)

`Terror kingpin’ Brit Muslim curry boss arrested in Bangladesh

London, Apr. 26 (ANI): Fifty-five-year-old Golam Mostafa, a restaurant owner in Birmingham, has been arrested in Bangladesh. In Britain, he has already been accused of heading a terror cell.

According to The Sun, British police are probing him for money laundering and frozen his bank accounts.

The terror cell he is accused of running was part of the Harkat-ul-Jihad al-Islami militant group.

Its chiefs – closely linked to al-Qaeda and the Taliban – support bin Laden””s fatwa demanding the murder of all Americans and Jews, The Sun reports.

Mostafa””s arrest is his second since returning to Bangladesh.

He had barely arrived when cops found guns, ammunition and books on bomb making at his home in Sylhet.

He was jailed for 17 years but launched an appeal – which saw him freed on bail.

US general declares war on junk food

The US commander in Afghanistan, General Stanley McChrystal, has banned American and NATO troops from eating fast food.

The general, who runs 13 kilometres every morning and eats just one meal a day, has ordered junk food outlets on all military bases to be closed.

Military leaders say the decision was made because Afghanistan is a war zone, not an amusement park.

The decision is not likely to be popular with those stationed on bases serviced by fast food outlets, but will free up supply lines for frontline soldiers in need of fresh food and running water.

“From the moment [General] McChrystal and I arrived in Afghanistan last summer, we began looking for ways to do things more efficiently across the battlefield,” Sergeant-Major Michael Hall wrote in a military blog, quoted by the Times Online.

“This effort includes moving and reallocating resources to better accomplish our mission.

“Supplying non-essential luxuries to big bases like Bagram and Kandahar makes it harder to get essential items to combat outposts and forward operating bases, where troops who are in the fight each day need resupplying with ammunition, food and water.”

Last year, General McChrystal banned alcohol at NATO’s Kabul headquarters after complaining that too many staff were coming to work with a hangover.

Security forces recover huge cache of ammunition in J-K

Srinagar, Mar 27(ANI): In a joint extensive surveillance and search operation, security personnel have recovered a huge cache of ammunition and RDX from a hideout in Jammu and Kashmir’s Sawjian sector in Poonch District.

The operations were conducted late on Friday evening.

The spot from where the arms were recovered is very close to the Line of Control (LoC) in Poonch District.

“We launched this operation in Sawjian sector near Line of Control. We recovered nearly four kilograms of RDX, three magazines of AK-47 assault rifle, detonators and some grenades,” said Major Ajay Pathania.

“If this hideout had not been busted these explosives and ammunition might have fallen into hands of militants and these would have caused great destruction,” he added.

Among the assorted armament items seized were four kilograms of RDX, nine detonators, three magazines of AK-47 assault rifle and nine grenades. (ANI)

Police say they have cracked a significant drug trafficking network spanning at least two states.

They say cannabis was being grown in South Australia and sent in regular shipments to Queensland.

Large cash payments returned by mail.

Raids of six properties in the past day have netted more than 15 kilograms of cannabis, more than $170,000 in cash, firearms and ammunition.

Four people in SA are facing various charges.

Inspector Craig Wall from the Drug Investigation Branch says all are known to each other.

“At this stage we haven’t seen any links to any bikie gang or anything like that but further investigations are continuing,” he said.

Mahapur (Bihar), Mar 24 (ANI): The Maoists shot dead a private security guard, a truck driver and looted weapons from a government toll collection point at Bihar’s Mahapur village in Gaya District.

According to Bihar Police the gruesome incident took place late on Tuesday night.

Police added that over 150 armed Maoists attacked the toll gate and started firing and hurling bombs killing one of the guards and a truck driver.

The Maoists also looted over sixteen weapons, including rifles, carbines and several rounds of ammunition.

On receipt of information the police rushed to the spot.

There was also an encounter between the police and the Maoists, which lasted for over 20 minutes.

Police claimed that during the encounter some of the Maoists were killed but while fleeing from the spot they took away the dead bodies.

“On the occasion of a strike call given by Maoists they struck a toll plaza and killed a truck driver and a security guard and took away his weapons,” said Ranjan Kumar, Superintendent of Police, Gaya District.

Police said that the Maoists also set the toll plaza on fire before leaving the spot.

On Monday and Tuesday, the Maoists had called for a 48-hour shutdown in Bihar, Jharkhand, Orissa, West Bengal, Chhattisgarh, Andhra Pradesh and three districts of Maharashtra protesting against the Union Government”s operation to deal with Maoists menace. (ANI)

3000 kgs of explosives, machine guns recovered in Lahore

Lahore, Mar.17 (ANI): Over 3000 kilograms of explosive materials and four advance machine guns were recovered by the Lahore Police from a shop in the Allama Iqbal Town.

The owner of the shop, Javed Sheikh, has also been arrested and is being interrogated.

The recovery of arms and ammunition comes just a day after 1500 kilograms of explosive materials and several suicide vests was found in a raid the same area of the city.

The 3,000 kilogrammes of ammonium nitrate and potassium, which were packed in 200 small sacks, is the biggest quantity of explosive material ever to be seized in Lahore, The Daily Times reports.

Confirming the recovery of huge cache of arms and ammunition, Senior Superintendent of Police (SSP) (Operations) Shafiq Ahmed said the explosives were stocked for triggering some ‘major terrorist attack’ in the city, which has witnessed two deadly attacks in the past fortnight.

Ahmed said a combination of the two chemicals seized could be lethal and destroy everything in a radius of 500 metres.

Bomb disposal squad officials said ammonium nitrate, which is used as a fertilizer for crops, were packed in sacks which bore the mark of ‘Pak-Arab Fertilizer’.

Meanwhile, the recovery of huge explosives and arms has panicked Lahore citizens, who fear that a massive terror strike is looming large over the city and other parts of the province.

However, it is also believed that the extremists had deliberately stocked the explosives in the shop to show their ‘strength’. (ANI)

Garrett urged to save west Sydney bushland

Conservationists say Federal Environment Minister Peter Garrett needs to stop endangered bush from being cleared in western Sydney.

The old Australian Defence ammunition factory site near Penrith contains 360 hectares of Cumberland Plain bushland, but environmentalists say some of it is already being cleared to make way for a development.

Western Sydney Conservation Alliance spokesman Geoff Brown says the development was approved years ago, but Mr Garrett can stop it if he has the bush listed as Critical Habitat.

“The last line of defence for this Cumberland Plain woodland at the old ADI site is Peter Garrett – his department has just listed it as endangered, he needs to act,” he said.

“This is just appalling … any matter of national significance needs to go to Peter Garrett and there’s 360 hectares of national significance in Penrith in western Sydney which is … being swept under the carpet.”

Tripura police arrest a juvenile with three American made pistols

Agartala, Sep, 16 (ANI): A 16- year- old juvenile, who fled from custody with five other Bangladesh nationals, was arrested by Agartala Police on Wednesday.

Police have recovered three American pistols and ammunition from him.

West Tripura District Superintendent of Police K V Sreejesh said: “Based on the information last night we arrested one person from the Battala area and recovered two loaded pistols from his position.”

“During the interrogation, he informed about another pistol hidden in a temple near the Agartala railway station which also we have found along with eight live cartridges and six magazines,” Sreejesh added.

The juvenile arms carrier has been identified as Shiva Das and is suspected to have received the pistols from Bangladesh.

Police suspect an arms racket is on ahead of Durga Puja in Tripura.

Taliban back to terror business from new stronghold near Mardan-Swat Highway

Islamabad, Sep.16 (ANI): The Taliban’s threat has still not subsided in the Swat and Malakand Divisions as the security forces have found that the extremists have created a new stronghold in the region and are planning strikes from there.

According to senior officials, the Taliban, after being forced to retreat following the military operation, have shifted their base to the rough terrains between Batkhela and Jalala on the Mardan-Swat Highway and trying to regroup.

“It is from here that they are building their arms arsenals, training camps, logistics and propaganda centres,” officials said.

Over 200 people in the region have received handwritten and typed death threats in the past fortnight which proves that the Taliban is alive and kicking here.

“We are aware of how you assist security agencies and act against Islam. You are going to face the wrath of God,” one of the letter stated.

One of such threat mail has also been received by former North West Frontier Province (NWFP) Minister, Kamal Shah, who said the extremists have taken refuge in Shergarh, Batkhela, Chakdara, Iroshah, Shakh Number Panch, Jabban Road, Palai Sherkhanai, Sakhakot, Jalala and other villages on the Highway and are waiting to strike.

Security officials said they are aware of the development and the threat mails being sent by the Taliban. They said steps are being taken to thwart any untoward incident and block the supplies of arms and ammunition to the extremists.

“We are on their heels and are making all efforts to block arms and ammunition supplies to them from the channels developed by Taliban through Mohmand Agency, the adjoining areas of Malakand like Palai Sherkhani and Jabban Iroshah Road,” The News quoted a senior official, as saying. (ANI)

Indian detention of UAE plane a case of spying, says Chinese expert

Beijing, Sep 13 (ANI): A Chinese military expert Dai Xu has accused India of “spying” on Chinese military, saying that India violated diplomatic rights by inspecting a China-bound cargo plane of UAE’s Air Force, which was detained by the Indian Security agencies in Kolkata after it was found carrying huge cache of arms and ammunition on board.

“The actions by Indian authorities violated diplomatic rights as the cargo on board belong to China. Any inspection onboard, which may have violated China’s property rights and constituted spying on its military secrets, should be approved by both the UAE and China,” The Chinese Global Times quoted Xu, as saying.

On September 6, the plane, which originated from UAE capital Abu Dhabi, was on its way to China and had requested permission for landing in Kolkata. The ATC asked it to identify its cargo and when the pilot said that it had arms, the plane was detained in the hangar at Kolkata airport.

Customs was asked to inspect the cargo, and the captain refused saying he had no permission. Authorities soon discovered a large amount of arms and explosives on board, and following which its ten-crew members, including the pilot were questioned for several hours.

The C-130 Hercules plane, which originated from UAE capital Abu Dhabi, was examined by the officials of the Defence Ministry and customs department and was finally allowed to take off on September 10 after the Union Government gave clearance to leave India. (ANI)

US Congress fears Pak could use arms transferred from Iraq against India

Washington, Sep.10 (ANI): The US Congress has raised questions over the Pentagon’s proposal to transfer military equipments from Iraq to Pakistan, by questioning whether adequate safeguards existed to ensure that these arms and ammunition do not end up being used by Pakistan against India.

The Congress questioned the ‘transfer of articles no longer needed in Iraq’ and expressed apprehensions that Islamabad may divert the armaments towards the Indian border.

According to sources, the Pentagon has proposed to transfer US military equipments from Iraq to Pakistan in order to help it counter the extremist threat effectively and step up its operation against the Taliban other militant groups based on its soil.

The Pentagon is also considering to expand the programs under which Washington acquires equipments for Pakistani security forces through other countries or leases them U.S. equipment at nominal rates, The News reports.

Pakistan has long been saying that its forces require more sophisticated arms to take on the extremists in the ground operations in South Waziristan and other Taliban strongholds bordering Afghanistan.

The Pakistan Army is also pushing the Obama Administration to provide the drone technology if not the unmanned aircrafts, so that it could target the militant hideouts itself. (ANI)
