Maya shelves memorial force bill, hands over security to home guards

Lucknow, May 28 — With the Governor BL Joshi holding the controversial State Special Zone Security Force Bill, 2010 and subsequent Ordinance for the protection of parks and memorials, the state Cabinet on Friday decided to withdraw both legislations. The government had planned to establish security force with special powers for the protection of these sites.

Shelving the Bill and Ordinance the Cabinet meeting chaired by Chief Minister Mayawati here on Friday decided to hand over the security of all 12 parks and memorials in Lucknow and Noida to armed home guards. The Cabinet had approved proposal for establishment of special zone security force for this purpose.

In January last the BSP government had passed the Bill and later it was sent to the Governor. However in view of sweeping powers to the proposed force the Governor had sought legal opinion.

Late with some amendments the government also promulgated an ordinance on the issue but it could not cut much ice with the Governor. The government without waiting for gubernatorial approval decided to set up the force by inducting retired army personnel.

The government today said that during recruitment of army personnel it was noticed that women were not available for the security purpose. The government said presence of women in this force was necessary.

The induction of ex-army man in the force without women was not found feasible. The Cabinet thus withdrew the plan today.

In view of availability of women home guards the Cabinet has now approved the establishment a force consisting of Home guards. The Cabinet also noted that recruitment and training under the Bill and ordinance was long drawn process whereas Home guards were easily available and they could be quickly trained for this specific purpose.

Protests against likely Indo-Lanka deal

Colombo, May 27 — Renewed protests have begun against a bilateral trade agreement between India and Sri Lanka days before President Mahinda Rajapaksa is slated to fly to New Delhi. The Comprehensive Economic Partnership Agreement (CEPA) – which would take forward the current Free Trade Agreement between the two countries – would benefit India at the cost of domestic industries, protesters said. A large number of entrepreneurs including doctors, lawyers and engineers gathered at busy junction in Colombo and urged Rajapaksa not to ink the deal during his visit beginning June 8. The main opposition, United National Party, has also asked for amendments to CEPA. UNP MP Ravi Karunanayake told reporters that the government should focus on ways and means to protect Lankan exports and on service sector. He said CEPA should not allow the Indian doctors and other professionals to come into the Lankan market.

The CEPA was pushed to the background after the 2008 SAARC summit in Colombo when it was expected to be signed but was deferred after political opposition mounted.

Row looms over Snowy licence review

A Snowy River action group in the New South Wales South East says it plans to take legal action over the five year review of the Snowy Hydro water licence.

Amendments took affect at the weekend, but the review has attracted controversy regarding a lack of co-operation between the New South Wales government, and the Victorian and Commonwealth governments.

Changes include additional flows into Tantangara Dam and the provision of more public information about Snowy Hydro operations.

There are no changes to the controversial Mowamba aqueduct, which The Snowy River Alliance says threatens the health of the river.

The Alliance’s Chairman, John Gallard, says the group wants to take action against the State Government.

“They haven’t followed their own statute law,” he said.

“They have not complied with sections of the Snowy Hydro Corporatisation Act 1997, which are required to be fulfilled before the licence review can take place.”

Chinese lawmakers say better Internet operator cooperation will prevent state secret leaks

Beijing, Apr.28 (ANI): Chinese lawmakers have through a proposed amendment called on Internet operators and public information network providers to ‘cooperate’ better in State Security department probes.

China is tightening its already vice-like grip on Internet operations in the State.

According to the amendment, “Information transmissions should be immediately stopped if they are found to contain state secrets.”

According to a Xinhua report, this entails that the discoverer of such leaks has to immediately inform public and state security departments.

Amendments have to undergo three readings before being adopted by China’s legislature.

This amendment to the Law on Guarding State Secrets was submitted for its third reading at the four-day session of the National People””s Congress (NPC) Standing Committee, or the top legislature, which began Monday. (ANI)

BCCI bosses bending rules for their convenience: Muthiah

New Delhi, April 22 (IANS) Former Indian cricket board president A.C. Muthiah Thursday lashed out at the present set-up, saying the board circumvented its own regulations to allow its secretary N. Srinivasan to bid for an Indian Premier League franchise.

Muthiah said there was a clash of interest as Srinivasan is the owner of India Cements that bought the Chennai Super Kings.

He also said Srinivisan has no right to call the governing council meeting.

‘Srinivasan is an interested party and I filed a case against him for conflict of interest. He is a secretary and a holder of franchise. He has no right to call for a meeting,’ Muthiah said.

‘I feel to a larger extent the members of the BCCI have consciously allowed themselves to be exploited by certain groups by amending the byelaws of the society. BCCI should ensure all those who have some stake or interest either directly or indirectly should be kept away,’ the former board chief said.

‘The original framework regulation was that no administrator can take part in any commercial interest concerning the BCCI. When I filed the case, they retrospectively amended this clause excluding the IPL. These amendments have been done to suit some of the franchises, especially him (Srinivisan).’

‘They are all responsible for this mess because they are just amending the regulations for their own interests,’ he said.

We’ll continue to serve Pakistan at the cost of our lives, says Zardari

Garhi Khuda Bukhsh (Pakistan), Apr 5(ANI): Pakistani President Asif Ali Zardari has said that the Pakistan People’s Party (PPP) and its leaders will continue to serve the country and its people, even if it means laying down their lives for the purpose.

Addressing a gathering after inaugurating a transplant centre at Gumbut Medical Institute here, President Zardari said: “We will continue to serve Pakistan and its people even at the cost of our lives.”

“We will continue to fight for our rights and those of the masses, without any fear of sacrifice,” The Daily Times quoted Zardari, as saying.

Zardari further said the PPP would continue to pursue the policies laid by former Prime Ministers Zulfikar Ali Bhutto and Benazir Bhutto for the development of the country and uplift of the citizens.

He emphasised that it was Bhutto’s philosophy that has continued to garner the overwhelming support of the masses.

The President said the 18th amendment will strengthen democracy in the country and would ensure that no dictator trampled on the constitution ever again.

He said some people might have wished that the government should have adopted constitutional amendments much earlier, “but there is a time for everything and it is being done now as the necessary consensus is there”. (ANI)

Gunmen attack Pakistani post near U.S. consulate

Suspected Islamist militants attacked a Pakistani checkpost near the U.S. consulate in Peshawar on Monday, hours after a suicide bomber killed 38 people elsewhere in the northwest, a witness and a doctor said.

“I saw attackers in two vehicles. Some of them carried rocket-propelled grenades. They first opened fire at security personnel at the post near the consulate and then blasts went off,” city resident Siraj Afridi told Reuters.

Other residents said an initial blast went off in the neighbourhood of the U.S. consulate and they later heard two other blasts and rifle fire in the same area.

The U.S. Embassy in Islamabad said it had no information.

Police in the city confirmed there had been two blasts but said they had no information about the cause or if they had inflicted casualties.

A suspected suicide bomber blew himself up at a meeting of an ethnic Pashtun nationalist political party earlier in the day, killing 38 people in another northwestern region, a hospital doctor said.

Police said the bomber tried to get into the ground where the Awami National Party (ANP), which heads a coalition government in North West Frontier Province, was holding a meeting but he was stopped and blew himself up.

The ANP, a member of the ruling federal coalition government, is a largely secular party and a staunch opponent of Islamist militants battling the state.

Pakistani Taliban militants have attacked ANP gatherings before.

The meeting was called to celebrate the renaming of NWFP, which the party has long demanded.

Under constitutional amendments expected to be approved in parliament this week, the province will be renamed Khyber-Pakhtunkhwa, in a bid to represent its dominant Pashtun population.

“The Taliban have lost the battle and now, out of desperation, they are carrying out such cowardly attacks,” said Haji Mohammad Adeel, an ANP senator.

The long-awaited constitutional amendments, which will also transfer President Asif Ali Zardari’s sweeping powers to the prime minister, are due to be taken up in the National Assembly on Tuesday.

The amendments should ease opposition to the unpopular Zardari and promote political stability in the nuclear-armed U.S. ally, analysts say.

Zardari is due to address parliament later on Monday in the capital, Islamabad, where security has been stepped up for the session.

Chidambaram feels Maoists could be controlled by 2013

Mumbai, Mar 31 (ANI): Union Home Minister P Chidambaram has expressed confidence that the country will be able to control Naxals by 2013.

Addressing an event organised by the Business Standard group on Tuesday night, Chidambaram said: “We must meet the challenge to fight against Maoists and terrorism in the next two-to-three-years.

“We know it is a big challenge for India, but we will be able to meet the challenge in the next two-to-three years,” he added.

Maoists who continued their violence activities killed at least five civilians and four security personnel in as many as 32 violent incidents during the 48 hour-long shutdown call given by them on March 22 and 23.

Stressing on the need to prevent criminals from entering Parliament Chidambaram said: “It’s a big challenge. We are the largest and disciplined democracy in the world. We need honest and decent people to come to Parliament,” he said.

Earlier, Union Law and Justice Minister M Veerappa Moily also stressed on the need to bring amendments to election laws to prevent criminal elements from entering elected bodies. (ANI)

Government tinkers with sedition law

Federal Attorney-General Robert McClelland has introduced a range of amendments to Australia’s counter-terrorism laws, including one that renames the offence of sedition.

The changes also include giving police new powers to enter a place without a warrant if there is material that is a risk to public safety.

Mr McClelland says it is already an offence to urge force or violence against a group on the basis of race, religion, nationality or political opinion, if those actions would threaten national peace.

“The offence will also be expanded so that it applies to the urging of force or violence against an individual, not just a group,” he said.

“It covers the urging of force or violence even where the use of the force or violence does not threaten the peace, order and good government of the Commonwealth,” he said.

He says the changes help ensure the right balance in national security.

“The Government is confident that this package of reforms delivers strong laws that protect our safety whilst preserving the democratic rights that protect our freedoms,” he said.

“[It] helps prepare us for the complex national security challenges of the future.”

Fears aired over valuations shake-up

A Sunshine Coast property valuer says it has grave concerns about the Queensland Government’s proposed changes to valuation laws.

The Premier says the amendments must go through this week to deal with 2010 valuations, but she says no-one will pay more land tax.

John Ruhle from Herriots says the proposed changes show the Government has got it wrong for the past eight years and there could be major implications.

“There would be implications to I suppose councils and even landowners having a case to put forward to the Government that yes, their calculations have been wrong for the last eight years, you’ve got to pay us back rates or land tax,” he said.

Hoon amendments on go slow claim opposition

The state opposition says the government has failed to act swiftly over proposed changes to WA’s hoon laws.

The Police Minister Rob Johnson said the proposed changes would protect vehicle owners who lend their car to a mechanic, provide it as a courtesy vehicle, or let a person test drive it.

However, Opposition spokeswoman for Police, Margaret Quirk says the government has not listed the bill for debate this week in parliament, ensuring it cannot be passed through parliament until next week.

A spokeswoman for Mr Johnson says it is normal procedure for a bill to lay on the table for three weeks.

But, Ms Quirk says the Government should be doing more.

“It’s normal for it to lay upon the table, however there are provisions in our standing orders that if the bill is treated as urgent it could be progressed through the parliament more speedily.”

Talks underway to resolve fight over land valuations

Last minute talks are being held to try to resolve a dispute over changes to Queensland’s land valuation laws.

The Queensland Government says the amendments will be debated in Parliament this week, after a fortnight’s delay.

Business and property groups say the new laws will lead to massive increases in land tax bills.

Natural Resources Minister Stephen Robertson denies that, but he has foreshadowed changes.

“We have said all along we are prepared to meet legitimate concerns in how we are progressing this matter,” he said.

“Discussions are continuing with the Property Council to meet a number of their concerns.

“I would hope that we’ll have resolutions to those concerns over the next 24 hours so let’s see what comes out of that.”

However, property valuer and consumer advocate Iain Herriot says the State Government is trying to recoup revenue lost when it sells its assets.

Mr Herriot says it will increase taxes for the average investment property owner by $1,500 a year.

He says Queensland is the first state to change its valuation laws.

“Somebody has come up with a bright idea,” he said.

“Mr Robertson’s been led down the path – he’s failed to consider the implications and the affects and how this will impact on the average Queenslander.

“The flow-on affects to the general economy will be horrendous.

“The government just doesn’t have the resources to do what its proposing to do – it doesn’t have enough valuers.

Manmohan Singh not in tune with Sonia Gandhi over RTI

New Delhi, Mar 5 (ANI): Prime Minister Dr Manmohan Singh has reportedly disagreed with Congress President Sonia Gandhi over the Right to Information (RTI) Act.

As per news channels, Dr Singh is in favour of excluding the office of the Chief Justice of India (CJI) from falling under the ambit of the RTI Act, whereas Sonia Gandhi has opposed any amendments in the Act.

The changes proposed by the Prime Minister in the RTI Act will keep the office of the Chief Justice of India out of the purview of the Act.

There are reports that Dr Singh has written a letter to Congress President saying that some changes are needed in the RTI Act to address the concerns of the judiciary.

A leading news channel on Thursday night reported that Sonia Gandhi wrote to Dr Singh two months ago that she was determined that there should be no amendments to the Act and the existing RTI Act should be put into operation appropriately.

The channel further reported that Dr Singh in his reply said there was a need for RTI amendments, but all stakeholders would be consulted prior to making any alteration.

There are reports that the Chief Justice of India (CJI), K G Balakrishnan, wrote a letter to Dr Singh in November 2009 expressing concern over the possible consequences of bringing his office into the purview of the RTI Act. (ANI)

Government approves amendments in ASA between India and Saudi Arabia

New Delhi, Sep 17(ANI): The Government on Thursday gave its approval to the amendments in the Air Services Agreement (ASA) between India and Saudi Arabia.

In the MoU signed, the provision of the incorporation of ‘multiple designation clause’ has been agreed and, therefore, each side can now designate any number of airlines as they wish.

The capacity entitlement for the designated airline of each side has also been enhanced from the existing 8,500 seats per week with frequencies not exceeding 31 services to 20,000 seats per week with frequencies not exceeding 75 services per week.

Bangalore, Calicut and Lucknow have also granted additional points of call for the Saudi designated carriers apart from the existing Mumbai, Delhi, Chennai, Cochin and Hyderabad.

While, Medinah has been granted as additional point of call for India designated carrier apart from the existing Jeddah, Riyadh and Dammam.

The capacity to be operated by the Indian designated carriers to and from Dammam for which the Government of Saudi Arabia has declared an open sky policy, shall not be counted against the capacity entitlements available to the Indian carriers.

Both sides have also agreed for the open sky with regard to all cargo services with full third and fourth freedom traffic rights.

As per the summer schedule of 2009, Saudi Arab Airlines fly 39 services per week – 9 to Mumbai, 5 to Hyderabad, 7 to Delhi, 5 to Chennai, 4 to Kochi, 2 to Bangalore, 4 to Calicut and 3 to Lucknow.

Air India flies 46 services per week – 16 services per week to Riyadh, 14 to Jeddah and 16 to Damman. (ANI)

Neither parliament nor presidency has full authority in Pak: Gilani

Islamabad, July 12 (ANI): Pakistan Prime Minister Yousuf Raza Gilani has said the country lacks a proper governing system with neither the parliamentary nor the presidency having full authority.

Replying to a student’s question at the convocation ceremony of the International Islamic University here, Gilani said the prevalent system in Pakistan was a ‘hotchpotch’ of a system.

Gilani vowed to restore the 1973 Constitution after proper amendments, and added that the government would not put restrictions on the media.

“We believe in democracy and there is no restriction on media in the country,” The News quoted Gilani, as saying.

Commenting on the country’s current turbulent situation, Gilani stressed on the need of education for everyone.

“It is only education with which the problems facing the nation could be braved. The real reason behind extremism and terrorism is lack of education,” he said.

Gilani also blamed ‘foreign powers’ for creating trouble inside Pakistan to fulfill their own nefarious aims.

“The extremists are working on foreign agenda and foreign powers are employing them for their ulterior motives,” he added.

Referring to the Afghanistan issue, Gilani said its (Afghanistan) stability was in Pakistan’s favour, and that Islamabad would ensure peace and stability returns to the region as soon as possible. (ANI)
