SC gives green signal for private universities admissions

New Delhi, May 6 (ANI): The Supreme Court on Thursday allowed 44 private deemed universities, which the Centre is trying to shut down, to go ahead with the admission process for the upcoming academic year.

Rejecting the Government”s request to put a pause on the admission process of these universities for the coming academic session, the apex court said, as the Government has not yet taken any decision on the future of these universities, and therefore, it could not stop admissions.

In a report submitted to the apex court in January, the Union Government said that these 44 private deemed universities were found to be below standard, and were functioning as “family fiefdoms.”

The universities, whose future is at stake, have challenged the Government”s decision of their academic standards, pointing out that the University Grants Commission (UGC) has given many of them positive reviews.

Deemed universities are allowed to function with complete autonomy on their syllabus, and fees.

The government believes that many of these universities charge exorbitant rates, accept too many students, and ignore reservation policies.

Over two lakh students are in a state of panic about their future should the universities be derecognised.

The Court, however, has reassured them that it will not allow such action without due consideration.

The Government also said that students at affected colleges would get certificates and degrees from state universities of their particular region. (ANI)

Belgian bishop resigns over abuse of boy

A Belgian Catholic bishop resigned on Friday after admitting he had sexually abused a boy when in charge of the diocese of Bruges.

“When I was still a simple priest, and for a while when I began as a bishop, I sexually abused a boy in my close entourage,” the bishop of Bruges, Roger Vangheluwe, said in a statement issued at a news conference in Brussels.

“I profoundly regret what I have done and I present my sincerest apology to the victim, his family, the Catholic community and society in general,” said the 73-year-old.

The abuse took place more than 20 years ago. It was not clear how old the boy was when the abuse began or how long it lasted.

Vangheluwe stepped down after a person close to the victim complained to the church. His is the first such case in Belgium, although a church commission said it was investigating about 20 other cases involving sex abuse allegations.

Hundreds of instances of abuse by clergymen have come to light in Europe and the United States in the last month as disclosures encouraged victims to go public with their allegations.

Vangheluwe was born in the western town of Roeselare and was ordained as a priest in Bruges at the age of 26. He was appointed bishop of the historic city aged 48, a role he held for 25 years until his resignation on Friday.

Vangheluwe had a high profile at the Katholieke Universiteit Leuven, one of Belgium’s leading universities, where he often delivered a homily at the beginning of the academic year. He also sat on the steering committee of a local charity.

LONDON, April 9 (Reuters) – Britain’s largest student landlord Unite Group (UTG.L) posted a 2.1 percent rise in the first quarter estimated net asset value of its flagship UK property fund, as rental growth edges into positive territory.

The property portfolio of the UK Student Accommodation Fund was independently valued at 1.024 billion pounds ($1.55 billion), Unite said on Friday, reflecting a 2 percent increase on its Dec. 2009 value, driven in part by 0.8 percent of quarterly rental growth.

The average initial yield of the Fund’s portfolio stands at 6.75 percent.

The company said it expected further rental growth in the next two quarterly valuations as reservations for the forthcoming academic year progress. Some 57 percent of the fund’s accommodation has been reserved, broadly in line with the 59 percent level achieved last year.

CBSE schools to have grading system from academic year 2010-11

New Delhi, Aug.31 (ANI): The Government on Monday announced that it will introduce grading system in all Central Board of Secondary Education (CBSE) schools and make Class X board exams optional from coming academic year (2010-11).

Union Human Resource Development minister Kapil Sibal, during a press conference in the national capital, said: “Central Advisory Board of Education (CABE) supports making Class X examination optional in CBSE system.”

“There is a pan-India consensus over the issue. So we have decided to go ahead with this,” Sibal said.

The Class X board exams will become optional in all CBSE schools from the coming academic year (2010-11).

As per sources, the CBSE has prepared the format of an aptitude exam which schools can use to test Class X students on their level of understanding in each subject. The emphasis, however, will be on continuous and comprehensive evaluation (CCE) through the year instead of a single public exam at the end of Class X. (ANI)

CBSE to make Class X boards optional in 2010-11

New Delhi, Aug.27 (ANI): The Central Board of Secondary Education (CBSE) is likely to announce on Friday that from the coming academic year (2010-11), Class X board exams will become optional in all CBSE-run schools.

The board will make a formal announcement once the blueprint of the new system to replace the board exams is frozen.

CBSE sources said board chairman Vineet Joshi would hold the last presentation and consultation session in Madhya Pradesh on Thursday on the changes being brought about before the draft is finalized and made public.

The CBSE has reportedly prepared the format of an aptitude exam that schools can use to test Class X students on their level of understanding in each subject. The emphasis, however, will be on continuous and comprehensive evaluation (CCE) through the year instead of a single public exam at the end of Class X.

“CBSE has decided to go strongly on making the Class X board exam optional and implement CCE grading system and other alternatives. The process of review of the present Class X exam system is over,” Joshi said.

He said that CBSE had also conducted a survey among students on whether they want the board exam to continue.

Joshi said there were apprehensions that the new format would create two categories of students, those who take the exam and others who don’t.

Among these alternatives is the provision of an online, on demand test for those who don’t take the board exam but want certification later on.

In another major decision aimed at ensuring that schools maintain minimum basic standards, the CBSE has decided to have an independent agency for accreditation of CBSE schools.

All schools under the board will have to get themselves evaluated by this agency within three years. New schools will get CBSE affiliation three years after they have been accredited by this agency.

Joshi said the accreditation agency could be either a government or private body.(ANI)

I don’t believe in brain drain: Kalam

Mumbai, Aug. 8 (ANI): Former President Dr. A P J Abdul Kalam on Saturday refused to buy the argument that there was any brain drain in the country, as a substantial amount of graduates in an academic year choose to work for country’s progress.

“I don’t believe in brain drain. India produces three million graduates every year. If 10 per cent of them leave the country, it is not brain drain,” Kalam said this while interacting with students at St Xavier’s College in Mumbai.

He further asked students to work hard for development of the country through their participation in developmental politics.

Kalam said the people of India had started realising the need of developmental politics and results of the recent Lok Sabha elections indicated that the electorate voted on the basis of performance.

He also urged youngsters to actively participate in the vision-2020 in order to build a affluent and corruption-free society.

“Ignited mind of the youth was the most powerful resource on earth and they can change the world, if properly directed and controlled,” Kalam said. (ANI)

Cheerleading named most dangerous of all sports

Washington, Jun 27 (ANI): Cheerleading-which involves tumbling, dance, jumps, cheers, and stunting-has been named the most dangerous of all sports.

Even though through the years safety efforts have led to fewer mishaps, a new report suggests that the sport still continues to cause more serious and deadly injuries than other sports.

The researchers behind this study have found from records between 1982 and 2007, that there were 103 fatal, disabling or serious injuries recorded among female high school athletes, with the vast majority (67) occurring in cheerleading.

The next most dangerous sports: gymnastics (nine such injuries) and track (seven).

The National Center for Catastrophic Sports Injury Research at the University of North Carolina at Chapel Hill released its 26th annual report on the topic.

As per the latest figures from the 2007-2008 academic year for college and high school sports, male and female, catastrophic injuries have been defined as any severe or fatal injury incurred during participation in the sport.

Statistics for the 26-year period from the fall of 1982 through the spring of 2008 show that there were 1,116 direct catastrophic injuries in high school (905) and college sports (211).

They further reveal that high school sports were associated with 152 fatalities, 379 non-fatal injuries and 374 serious injuries.

The figures show that college sports accounted for 22 fatalities, 63 non-fatal injuries and 126 serious injuries.

According to them, cheerleading accounted for 65.2 percent of high school and 70.5 percent of college catastrophic injuries among all female sports.

The number of cheerleading injuries fell slightly in the 2007-08 academic year.

“Progress has been slow, but there has been an increased emphasis on cheerleading safety,” Live Science quoted the study’s author Frederick O. Mueller as saying.

“Continued data collection on all types of cheerleading injuries will hopefully show that these safety measures are working to reduce injuries,” he added. (ANI)

Cop moves court over age bar to study law

MUMBAI: Shabnam Mulani, a 39-year-old police constable in Mumbai, is not taking no for an answer and has moved the Bombay high court to challenge
the “discriminatory, draconian and highly irrational” rule introduced by the Bar Counil of India to bar anyone over 30 years of age from studying law in India.

Hers is the second petition challenging the new rule that universities and law colleges are likely to enforce from this academic year. Advocate Yasmin Tavadia, 52, was the first to file a PIL against the restrictive rule and the Bombay HC issued a court notice to the BCI chairperson to give his say on April 16. In a new development, Tavadia wrote to Mumbai University and state bar council to find out whether the statutory requirement of consultation was conducted by the BCI.

The woman constable, an Arts graduate, said she was qualified to take admission but was informed by the chairperson board of studies in law that she had been rendered ineligible due to her age. Her lawyer Mahesh Vaswani said the rule was not only unconstitutional but was also depriving an otherwise eligible person from a chance to improve her knowledge and skills to help her in her job. This way, she cannot even take up law as a profession later.

The age cut-off for LLB admissions has been criticised by lawyers across the country; petitions are even being drafted in Hyderabad and other cities to challenge the law.

IIM-L hikes fees by Rs 3L

Getting a management degree from Indian Institute of Management, Lucknow (IIM-L) is going to get dearer. On Friday, the top brass of IIM-L
announced an unprecedented hike in the fee structure for the two-year post-graduate diploma programme from Rs 5 lakh to Rs 8 lakh. The institute had increased the fee by Rs 50,000 last year.

The increase, 60% in this case, was announced after the finance committee of IIM-L gave its nod to the proposal.

Last Sunday, IIM-Ahmedabad increased the fees from Rs 11.5 lakh to Rs 12.5 lakh, citing rising cost of teaching.

IIM-L director Prof Devi Singh said the Centre had decided to stop development grant to the tune of Rs 10 crore given annually to the institute. The grant is given to institutes which are still in the development stage. The `bloc grant’ is stopped once an institute reaches the benchmark corpus of Rs 50 crore. “We are almost around that benchmark,” Prof Singh said.

The `bloc grant’ to older IIMs like IIM-Ahmedabad and IIM-Kolkota was withdrawn a few years ago. IIM-Ahmedabad and IIM-Kolkota, which went on to increase their fees then, now have a fee structure of Rs 12.5 lakh and Rs 9 lakh respectively.

The IIM-L management decided to expand facilities and the number of students admitted in the institute in the new academic year. Prof Singh said the number of students admitted this year would go up from 370 to 420. The institute had increased the number of new students by 50 last year.
